To ask the Minister of State, Foreign, Commonwealth and Development Office, what assessment he has made of the impact of the halting of oil exports from South Sudan via Sudan on (a) security and the humanitarian situation in South Sudan and (b) prospects for (i) escalation and (ii) de-escalation of the conflict in Sudan; and whether he is taking steps to engage (A) other countries affected and (B) China in discussion of the potential impact of the halting of such oil exports.

There has been recent damage to the oil pipeline that carries oil from South Sudan to Sudan, which has significantly reduced the South Sudanese government's oil production capabilities and subsequently their income. This economic deterioration is exacerbating an already dire humanitarian situation in South Sudan, as food prices and the cost of humanitarian assistance delivery have increased. We are continuing to monitor the impacts of this closely, including on the security and humanitarian situation in both Sudan and South Sudan.

To ask the Deputy Foreign Secretary, what assessment he has made of the potential impact on food security in (a) Sudan and (b) South Sudan of disruption of the planting season.

Intense conflict and economic decline mean that 17.7 million people in Sudan (37 % of the population) are now experiencing acute food insecurity. This represents the highest percentage of food insecurity immediately after the harvest on record for Sudan. The spread of the conflict to the "breadbasket" state of Jazira meant that food production, grain milling, storage and transportation have been heavily impacted. In South Sudan, agricultural production and coping capacity are extremely limited due to the impact of conflict, flooding, under-investment and lack of infrastructure. The UK is supporting food assistance and livelihoods for some of the most vulnerable people in the two countries, but humanitarian access remains extremely challenging.

The post of UK Special Representative for Sudan and South Sudan has been reconfigured and no longer exists. The position of Special Representative for South Sudan has been occupied by Clare Staunton since October 2023. The role of the Special Representative for Sudan has been taken on by the Special Envoy for the Horn of Africa and the Red Sea, reflecting the critical role of the wider region in the conflict, and has been filled Sarah Montgomery, who will be succeeded by Alison Blackburne in summer 2023. The UK Ambassador for Sudan, Giles Lever, is now based in Addis Ababa with his team.

To ask His Majesty's Government what action they are taking to address the continuing health crises in Sudan and South Sudan, particularly given the worsening malaria outbreaks in those countries.

In Sudan, the UK continues to provide support to the health sector through the International Committee of the Red Cross (ICRC) and the Sudan Humanitarian Fund (SHF). The UK is one of the largest donors to the Global Fund to Fight AIDS, Tuberculosis and Malaria, pledging £1 billion to the Global Fund over the next three years. This Fund treated 4.2 million cases of malaria in Sudan and South Sudan in 2022.To effectively tackle disease outbreaks in South Sudan, the FCDO works closely with the UK Public Health Rapid Support Team who aid investigations and coordinate information flow between the South Sudanese ministries of Health, World Health Organization and in-country partners. The UK's Health Pooled Fund, co-funded with other partners, has treated 1.6 million children in South Sudan for common childhood diseases and vaccinated over 288,000 children.

In this calendar year, we have provided £3.5 million to ICRC, to support their 2023 appeal, which includes support to health facilities. In South Sudan, the UK has been a leading donor to the health sector for more than ten years, spending over £280 million. Our Health Pooled Fund programme, co-funded by partners, seeks to deliver improved health and wellbeing for the population of South Sudan. This programme supports 512 public health facilities across seven of South Sudan's ten states and around 4,000 community health workers to deliver essential health services.
